Don Boswell is a retired law enforcement administrator and technology manager who has lived in Twin Hickory in western Henrico County since 2000 and served on the HOA Board of Directors since 2016. He has also served on the Virginia Legislative Action Committee since 2016 and was elected President of VALAC in 2022. Don served on the CVC Nominating Committee in 2020 and the Education Committee in 2021 before being elected to the Board for 2022 and received his CMCA in 2020.

He retired in 2013 after serving as the law enforcement Deputy Director for Virginia ABC and then Director for Virginia DMV. He was the elected Sheriff of Henrico County and a Special Deputy U.S. Marshal before his state service. Prior to his law enforcement career, Don was a technician with the Virginia State Police, an engineer for ITT and an installation, service and then a branch manager for IBM.

Don has been a lifelong community leader in many civic, community, political and public service organizations. He is a past president of the West End Jaycees, West Richmond Kiwanis and Sandston Rotary clubs. He was recognized by the Jaycees as the 1989 Outstanding Young Richmond Citizen and as a 1990 Outstanding Young Virginian. Don is a 1992 Leadership Metro Richmond and 2006 Virginia Executive Institute graduate. He was the elected Henrico County Republican Chairman in 1990 and again in 2016.

Don holds several degrees from VCU ending with a Ph.D. degree in public policy and administration with a concentration in criminal justice. He is a past adjunct professor at VCU in criminal justice and Strayer University in business administration.

Brendan P. Bunn is a shareholder in the firm’s Fairfax office and has been practicing community association law since 1993. He counsels the firm’s clients on the broad range of community association law issues and is also an experienced litigator. His recent projects include pursuit of condominium developer warranty claims and assisting clients in amending their governing documents. Brendan has additional experience in cooperative-to-condominium conversions. From 1993 to 1998, Brendan practiced with the D.C. office of Whiteford, Taylor & Preston, LLP, and he joined Chadwick, Washington in 1998. He was elected as shareholder in the firm in 2001.

CAI and CCAL. Brendan is a member of the College of Community Association Lawyers (CCAL) and co-chaired CCAL’s Law Seminar Planning Committee from 2014 to 2019. He was elected to serve on CCAL’s Board of Governors in 2019 and was recently elected by his fellow Governors to serve as President of the College in 2024.

Brendan also served on the Business Partners Council of National CAI in 2014 and served on National CAI’s Board of Trustees from 2015 – 2017.

At the local level, Brendan has been an active member of the Washington Metropolitan Chapter of CAI since 1993. He was elected President of the Washington Metro Chapter in 2005 and served on the Board of Directors from 2000-2006. He was inducted into the Chapter’s Hall of Fame in 2007.

He has taught numerous programs for CAI, both at the local and national level, ranging from The Essentials introductory course to seminars and lectures at the Chapter’s Annual Conference and Expo event. He has presented at CAI National Conferences and the Community Association Law Seminar. He also served as an adjunct professor at the George Mason University School of Law from 2000 to 2002.

Lesley A. Z. Rigney is a senior associate attorney in the firm’s Richmond (Glen Allen) Office, having joined the firm in 2017. Lesley completed her legal studies at Case Western Reserve University School of Law and is admitted to the Virginia State Bar. Lesley has been involved with the Central Virginia Chapter of the Community Associations Institute (“CVC-CAI”) since 2017, serving on multiple committees. In 2019 she was elected to the Board of Directors for CVC-CAI, and is currently serving her second three (3) year term on the Board, having served as President of the Chapter in 2021.

Lesley brings a dynamic approach to the community associations practice drawing from her wide-ranging experience in several areas of law, including contracts, corporate and employment law, bankruptcy, domestic relations, and criminal law. Lesley is a Virginia native, born and raised in Northern Virginia (Fairfax County). Prior to moving to the Richmond area in 2016, Lesley spent several years practicing law in NOVA and teaching Contracts law as an adjunct professor at Northern Virginia Community College.

Mr. Rinard has been a counselor, litigator and debt collector for property owners’ associations and condominiums in Northern Virginia and Fredericksburg for over 18 years. Boards of directors can rely on his prompt legal advice at meetings often in executive session, in-between meetings over privileged communications, or to explain general legal principals at annual meetings of members when asked by the presiding officer.

As legal matters are typically contentious, Mr. Rinard also has extensive experience representing associations before tribunals such as the Supreme Court of Virginia, the Circuit Courts and General District Courts in Virginia, Virginia’s Common Interest Community Ombudsman and local counties’ Board of Supervisors. Virginia Code compliance and enforcement of covenant violations are frequent issues that he litigates.

Mr. Rinard is cost conscious in collecting debts owed to associations by quickly moving forward with litigation to prompt payment of assessments by delinquent owners. He has maintained dockets for unpaid assessments every month for the last 10 years in Stafford County and Spotsylvania County, and quarterly or less in Fredericksburg, Culpeper County and Orange County. He frequently files lawsuits for unpaid assessments in Fairfax County and Prince William County too.

With his colleagues, Mr. Rinard enjoys being a frequent speaker to managers, boards of directors and other owners.

Sara J. Ross is a shareholder in the firm’s Fairfax office. Since 2003, her practice has been devoted to community association law in Virginia. Sara provides counsel and advice to the firm’s clients regarding a wide range of community association issues, including, corporate governance, covenant enforcement, developer transition, drafting of rules and regulations, review and negotiation of client contracts, drafting amendments to governing documents, reviewing and negotiating loan documents, and collections and bankruptcy matters.

Sara is an active member of the Community Associations Institute (“CAI”) and the Washington Metropolitan Chapter of Community Associations Institute (“WMCCAI”). She is currently serving on the CAI Business Partners Counsel and is a member of the Board of Directors. She has also spoken at numerous educational seminars, including the 2010 and 2012 CAI National Conference, the 2013, 2018, 2019 and 2020 WMCCAI Conference & Expo, the 2018 & 2019 CAI Virginia Leadership Retreat, and the 2015 and 2018 CAI Law Seminar.

In 2022, Sara was accepted into CAI’s prestigious College of Community Association Lawyers (CCAL), an elite group of community association practitioners from around the nation. Membership recognizes Sara’s many accomplishments as an association attorney and as a leader for CAI at both the local and national level.

Sara is a graduate of the College of William and Mary and George Mason University School of Law. In addition, Sara’s diverse pre-law experience includes property management and management positions with national trade associations, and has been published in several national trade publications, as well as community association industry publications, including numerous articles for WMCCAI’s Quorum magazine.

Michael A. Sottolano, Esq., is a shareholder with Chadwick, Washington, Moriarty, Elmore & Bunn, P.C. and an attorney in the firm’s Richmond (Glen Allen) office. He represents common interest community associations in Virginia and provides legal assistance to clients regarding all aspects of CIC association law, including advising board of directors in their day-to-day operations, reviewing and negotiating contracts, litigation and alternative methods of dispute resolution, drafting governing documents and amendments, reviewing and negotiating loan documents, as well as enforcement of covenant violations, addressing fair housing complaints and collection of unpaid assessments.

Michael is actively involved in several chapters of the Community Associations Institute (“CAI”), including serving on the Board of Directors for the Southwest Virginia Chapter of CAI. Previously, he served two terms on the Board of Directors for the Central Virginia Chapter of CAI (“CVCCAI”) and currently serves on the CVCCAI Community Associations Day Trade Show & Expo committee. He is also a frequent presenter at CAI events, including the 2016 CAI National Annual Conference and Exposition in Orlando, FL, the 2021, 2018, 2016, 2014 and 2012 CVCCAI Community Associations Day Trade Show & Expo, the 2016 Virginia Leadership Retreat and the 2016 Southwest Virginia Chapter of CAI Community Associations Day and Annual Tradeshow in Roanoke, VA. He has also authored several articles in CVCCAI’s Consensus, the Southeast Virginia Chapter of CAI’s blog, and the CWMEB Journal.

For over 23 years, Jessica Towles-Gottschalk has been a noteworthy leader in the community management space. You may know her from her work with some of the largest management companies in North America, but Jessica is also easily recognized as one of the Community Associations Institute’s faculty and the 2022 President of the Institute. Jessica has been honored with the Barbara D. Wick Award for her significant contributions to CAI on both the local and national levels. Currently residing in Littleton, Colorado, she lives with her husband, Jeff, and three of their four kids. When not keeping busy with work and all things CAI, she is volunteering with her children’s school or Habitat for Humanity of Metro Denver.

Jerry M. Wright, Jr. is a principal in the firm’s Richmond (Glen Allen) office and joined the firm in 2003. His practice is devoted to community association law, providing counsel and advice to the firm’s clients on matters such as covenant enforcement, contracts, transition from developer, fair housing, collections, and general real estate law. Having come to the firm from the Supreme Court of Virginia, where he served the Court as Senior Staff Attorney, Jerry also provides counsel from an appellate perspective to the firm’s litigation clients.

Jerry is actively involved with the Central Virginia, Southeastern Virginia and Southwestern Virginia and Washington Metropolitan Chapters of the Community Associations Institute (“CAI”). Jerry has taught and frequently teaches classes and on community association law and legislation, including seminars for the CAI National Conference, CAI’s Community Association Law Seminar, the Virginia Leadership Retreat, and all four CAI Chapters in the Commonwealth. Jerry serves as Chair of CAI’s Virginia Legislative Action Committee, a cooperative joint effort among the four CAI Chapters in Virginia, coordinating CAI’s legislative efforts with the Virginia General Assembly each year. Jerry also sits on the Virginia Housing Commission’s Common Interest Community Work Group, Housing and Environmental Standards Work Group, and Neighborhood Transitions and Residential Land Use Work Group.
