Michelle Baldry, PE, PRA, RS, joined Reserve Advisors in 2010. As a Regional Executive Director, she is responsible for the development and implementation of the firm’s corporate objectives throughout the Northeast region. She also oversees the production, marketing and sales functions at the regional level. Michelle has been influential at the foundational level, where she serves on Community Associations Institute’s (CAI) Board of the Foundation for Community Association Research.

Michelle holds her Reserve Specialist (RS) designation, Professional Reserve Analyst (PRA) designation, and is a licensed Professional Engineer in several states. She received her B.S. degree in Civil Engineering from the University of Florida. As an industry expert, she is frequently invited by industry trade organizations and management companies to speak on the topic of reserve studies and proper capital planning.

Dawn M. Bauman, CAI’s senior vice president of government and public affairs and the executive director of the Foundation for Community Association Research, has worked for CAI for more than 20 years at both the international and chapter level. CAI is the leading international organization representing the condominium, homeowners association, housing cooperative, strata, sectional title, property horizontal sector. This sector of housing is the fastest growing type of housing in the world and represents at least 30% of housing worldwide.

Bauman is a leading expert in the community association housing model and is frequently sourced in U.S. and international media outlets, including The Wall Street Journal, U.S. News & World Report, The New York Times, The Washington Post, and Bankrate, on community association housing topics.

She is a regular speaker and presenter at major conferences worldwide; including CAI’s Annual Conference and Exposition: Community NOW, CAI’s Chief Executive Officer of Management Companies annual retreat, CAI’s Large-Scale Community Association Managers Workshop, chapter events, National Association of Housing Cooperatives Annual Conference, and industry conferences around the world; including Australia, Canada, Colombia, South Africa, and Spain.

As the executive director of the Foundation for Community Association Research, Bauman leads the research committee’s mission to better understand contemporary topics facing the community association housing model; including diversity, aging infrastructure, rising costs, labor shortages, and more.

Since the tragic collapse of the Champlain Towers South condominium building in Miami, Florida, Bauman has led efforts nationwide, state, and local efforts to develop condominium safety public policy resulting in policy changes for safer condominium buildings in the U.S. and around the world.

Bauman works directly with CAI’s 36 state Legislative Action Committees (LACs), the Federal Legislative Action Committee, The College of Community Association Lawyers (CCAL) to further CAI's mission—promoting effective leadership and responsible citizenship in homeowners associations and condominium communities. Bauman is an advocate for CAI at the state, local, and federal legislative and regulatory arena representing the community association housing model.

Don Boswell is a retired law enforcement administrator and technology manager who has lived in Twin Hickory in western Henrico County since 2000 and served on the HOA Board of Directors since 2016. He has also served on the Virginia Legislative Action Committee since 2016 and was elected President of VALAC in 2022. Don served on the CVC Nominating Committee in 2020 and the Education Committee in 2021 before being elected to the Board for 2022 and received his CMCA in 2020.

He retired in 2013 after serving as the law enforcement Deputy Director for Virginia ABC and then Director for Virginia DMV. He was the elected Sheriff of Henrico County and a Special Deputy U.S. Marshal before his state service. Prior to his law enforcement career, Don was a technician with the Virginia State Police, an engineer for ITT and an installation, service and then a branch manager for IBM.

Don has been a lifelong community leader in many civic, community, political and public service organizations. He is a past president of the West End Jaycees, West Richmond Kiwanis and Sandston Rotary clubs. He was recognized by the Jaycees as the 1989 Outstanding Young Richmond Citizen and as a 1990 Outstanding Young Virginian. Don is a 1992 Leadership Metro Richmond and 2006 Virginia Executive Institute graduate. He was the elected Henrico County Republican Chairman in 1990 and again in 2016.

Don holds several degrees from VCU ending with a Ph.D. degree in public policy and administration with a concentration in criminal justice. He is a past adjunct professor at VCU in criminal justice and Strayer University in business administration.

Ursula has represented community associations in Virginia and Maryland for over 20 years. Her clients range from very small (7 homes) to very large (3000+ homes) and are located all over both states. In her practice, Ursula has assisted community associations with various issues, including:

Amending governing documents, including Plats, Declarations, Bylaws and Architectural Guidelines.
Providing a training to boards and committees to ensure good governance.
Filing lawsuits in General District (VA) and Circuit Court to compel compliance with association documents.
Filing and defending complaints with the Montgomery County Commission on Common Ownership Communities (CCOC).
Negotiating service and construction contracts.
Defending associations in Fair Housing complaints.

Kevin joined Giles Flythe Engineers, Inc. in 2010. Kevin has more than ten years of experience in commercial and residential construction management, building material manufacturing, and safety and environmental oversight. Over the last decade, he has utilized his business management background and technical experience to work with several hundred community associations on reserve studies, transition studies, and construction management. Kevin has also assisted with numerous commercial real estate evaluations, including cost segregation studies, property condition assessments, and phase 1 environmental site assessments. These studies address a range of contaminants, including petroleum products, hazardous materials in construction materials, and compliance with building codes, ADA regulations, and mechanical, electrical, and structural integrity issues. Kevin has a broad range of experience, including building material manufacturing, commercial building renovation and construction, commercial building maintenance, and residential construction and renovation.

Kevin currently serves as a Board Member of the North Carolina Chapter of Community Associations Institute (CAI-NC).

Kevin was born and raised in North Carolina. He is a husband and father to two daughters. His family is all very involved with their church. He is a runner and enjoys his workouts with F3 South Cary.

Paul Orlando retired in 2019 after a 45-year career in the community association management profession and is known and respected both locally and nationally as a leader in the field. Mr. Orlando earned his Certified Manager of Community Associations (CMCA) designation from the Community Association Managers International Certification Board (CAMICB) in 1996 and the Professional Community Association Manager (PCAM) designation and Large-Scale Manager (LSM) designation from Community Associations Institute (CAI) in 2001 and 2011, respectively. During his career Paul managed both homeowner and condominium associations, including various roles as a portfolio and on-site manager for several of the largest associations in Northern Virginia, and he also served as an executive for 3 Washington, DC area management companies.

Zach joined Giles Flythe Engineers, Inc. in 2019 as a Project Manager. Zach relocated to the Virginia Beach area in 2021 to help start a new church and open the Giles Flythe Engineers Virginia Beach office. Zach has extensive experience in structural and forensic engineering. Zach has provided engineering and consultation services for various commercial and residential projects of varying sizes and scope. He has primary expertise in the fields of property inspections and structural forensic engineering throughout North Carolina and Virginia. In addition to structural inspections and evaluations, Zach has experience in residential design in new home construction for single-family and townhome structures. He has also completed numerous phase 1 environmental site assessments and property condition assessments for various existing commercial and industrial facilities in Virginia and North Carolina.

Zach is a native of North Carolina, husband, and father of three daughters, with a passion for loving his wife extraordinarily and raising children that will change the world. Zach enjoys being outside and doing pretty much anything fitness-related. He and his family are involved with their church, serving on the local college campus, and enjoy sharing meals with others in their home.

Thomas L. Willis, PCAM, has nearly 40 years of community association experience starting his journey as a business partner and evolving into roles as on-site manager, portfolio manager, management company executive, and consultant. He has been a frequent author, speaker and instructor for CAI National and local chapters. He served the Washington Metro Chapter as a committee chair, council chair, and board member. He currently serves as Chair of the Keystone Chapter Communications & Content Committee, on the Virginia Leadership Retreat Committee, and on CAI’s national faculty.

Tom founded Association Bridge LLC with a simple mission: to share all he’s learned in the trenches with as many as he can before he "croaks." His passion lies in serving volunteer leaders, self-managed communities, management companies, and individual managers with customized solutions to their unique challenges. Through education, mentoring, support, visioning, analysis, and application of time-tested tools and strategies, Tom partners with his clients to create practical and actionable plans that pave the way for sustainable and successful communities and companies.

Jerry M. Wright, Jr. is a principal in the firm’s Richmond (Glen Allen) office and joined the firm in 2003. His practice is devoted to community association law, providing counsel and advice to the firm’s clients on matters such as covenant enforcement, contracts, transition from developer, fair housing, collections, and general real estate law. Having come to the firm from the Supreme Court of Virginia, where he served the Court as Senior Staff Attorney, Jerry also provides counsel from an appellate perspective to the firm’s litigation clients.

Jerry is actively involved with the Central Virginia, Southeastern Virginia and Southwestern Virginia and Washington Metropolitan Chapters of the Community Associations Institute (“CAI”). Jerry has taught and frequently teaches classes and on community association law and legislation, including seminars for the CAI National Conference, CAI’s Community Association Law Seminar, the Virginia Leadership Retreat, and all four CAI Chapters in the Commonwealth. Jerry serves as Chair of CAI’s Virginia Legislative Action Committee, a cooperative joint effort among the four CAI Chapters in Virginia, coordinating CAI’s legislative efforts with the Virginia General Assembly each year. Jerry also sits on the Virginia Housing Commission’s Common Interest Community Work Group, Housing and Environmental Standards Work Group, and Neighborhood Transitions and Residential Land Use Work Group.
